The guidance is underpinned by the new quality standards which will ensure that local authorities are able to maintain the quality and availability of services to young people.
The guidance outlines the circumstances under which schools and colleges may opt out of existing local arrangements from April 2008. This is restricted to areas where evidence can be provided to demonstrate that existing provision is poor.
Accountability for a maintaining high quality information, advice and guidance services continues to be the reponsibility of the local authority. The guidance looks at how to maintain this quality in different delivery settings.
