Change programme management
Improved outcomes for all children and young people strongly depend on the action taken in 150 local change programmes. This will be driven by an analysis of local priorities and secured through more integrated frontline delivery, processes, strategy and governance. However, it is recognised that local change programmes will be stronger if they are set within a supportive national framework.

A summary of some of the recognised approaches to structuring change management programmes currently in use in public services reform.

youth support toolkit
Sets out a flexible change process with supporting tools to help partners in local authority children's trusts redesign their targeted youth support provision.

The national core training materials developed to support the key integrated working processes and tools, along with an outline training strategy and plan that shows how to structure the module into training programmes for different audiences.

Integrated Working: Implementation Roadmap
Presents a high-level view of the activities required to implement the key
integrated working processes and tools, including the Common Assessment
Framework, lead professional, information sharing and ContactPoint, which was
known by the working title 'information sharing index'.
Capability
Maturity Model for Integrated Working
Defines five levels of maturity for integrated working and specifies the
processes and behaviours that must be in place to achieve those levels.

Outcomes for Children and Young People: A Tool for Improvement - Audit
Commission
A systematic approach to evaluating the way the risks associated with the
change programme are being managed, developed in partnership with the Local
Government Association and the Improvement and Development Agency. Information
gathered as part of the tool can be used - with your authority's agreement
- to inform discussions with children's services advisers on local
progress towards children's trust arrangements.
