Targeted youth support: stage 4 - Develop
During the Develop stage of the targeted youth support (TYS) change process, TYS teams address the critical questions (that need answering if outcomes for young people are to improve) agreed at Decision Point 2 and develop a range of possible solutions.
At the end of the Develop stage...
1. Change teams consisting of representatives
from all relevant stakeholder groups and, ideally, young people, families and
communities are operating.
2. Change teams have a remit and have received appropriate training.
3. A portfolio of solutions for each of the critical questions from Decision
Point 2 has been created and includes input from young people, families and
communities.
4. A plan to deliver solutions is developed and presented to senior management
at Decision Point 3. This plan includes the identification of outcome
measures.
5. Resources for implementation have been allocated in areas where they will
have the greatest impact.
6. There is strong senior management commitment to the solutions.
7. Quick wins identified in earlier stages are being delivered. Further quick
wins may be identified.

Rationale
The essential purpose of this stage is to develop solutions to the critical questions and move towards an integrated model for targeted youth support. A shared view of the future emerges, as well as the changes needed to get there. Not all solutions are identified, but a vision is established that meets the expectations of the earlier stages of the change process.
The process is tried and tested and we trust it. It is a very powerful
mechanism and what it has delivered for us would have cost a fortune through
other means&this will definitely remain as core business for our change for
children programme. I wish I wasn't retiring and could stay with it!

It is this clarity about future service provision, underpinned by specific proposals for change based around a series of critical questions, that is presented to senior management and key stakeholders at Decision Point 3.
Forming a strategy to address the priority critical questions is part of Decision Point 3. Resources are allocated to areas where they will have the greatest impact. Not every solution progresses beyond this point but those that do have strong senior management commitment.
Addressing the critical questions requires an inclusive and collaborative style of working. To ensure all involved organisations contribute, inclusive change teams are formed around each question and work on developing solutions that are realistic, desirable and achievable.
During the Develop stage, those involved in the change process are moving up the change curve, well aware of the need for change, enthused and developing solutions.
Next stage
The next stage in the process, Deliver, is where the solutions and plans formed in the Develop stage are confirmed and agreed, and where they start to be implemented.
