Behaviour Improvement Programme

The Behaviour Improvement Programme (BIP) is a key part of the National Behaviour and Attendance Strategy. It represents the Government's commitment to tackling behaviour and attendance and targeting resources where they are needed most. The trial scheme will initially run until March 2006.

The key objectives for the national programme are:

  • The provision of full-time, supervised education for all excluded pupils
  • Key workers for all pupils at risk of exclusion, truancy and criminal behaviour
  • Improvements in behaviour, as measured by exclusion levels and other indicators
  • A reduction in the levels of truancy and improvement in attendance levels

Each authority has developed locally based programmes that best meet the needs of schools where poor attendance and truancy are significant barriers to learning. The programme supports strategies already in place in the area and provides the resource to develop additional measures to support schools.

Practical examples of what the funding can offer include:

  • Police officers in schools
  • Support for a lead behaviour professional post
  • Supervised education for all excluded pupils from the first day of their exclusion 
  • Access to dedicated behaviour and education support teams (BESTs)
  • Support with the transition to extended school status
