An 'invest to save' strategy is a coherent, planned approach to investing in the development of appropriate placement services for looked-after children, in order to ensure that unnecessary expenditure is avoided and available resources are used most efficiently for the long-term benefit of children, young people and their families.
The aim of this document is to help councillors, think about some of the challenges facing the looked-after children system and how placement services within a local authority could be managed more cost-effectively.
It will help ensure that services meet the individual needs of all children and young people in local authority care. The leaflet contains examples of successful invest to save strategies from four local authorities in England.
