This conference report includes details about keynote addresses, workshops and discussions at a national DfES run conference in January 2006, which focused on the specific issues facing two-tier local authorities in implementing the Every Child Matters agenda.
The conference was set up at the request of children's trust pathfinders and they provided most of the content. The day included reports of local authorities' Joint Area Reviews and Local Area Agreement experiences, as well as workshops from two-tier colleagues on issues accross the Every Child Matters agenda, including:

- Joint planning and commissioning
