A pathfinder authority set up a core project team to support the project manager and sponsor the change process from the start. This helped ensure effective stakeholder management and communications.
The authority's stakeholder mapping, a key part of the Mobilise stage, revealed great complexity in the number of agencies, departments and teams involved in TYS. The authority felt they needed a substantial project team to support the project manager and sponsor. It decided this team should include people from relevant agencies and other teams when necessary.
At the start, the size of the team held up progress. It was agreed it would meet fortnightly and, with busy schedules, this was hard to organise. However in the longer term, the team played a key role in cascading information to departments, identifying people to involve and providing a reality check on what was planned. It is anticipated that they will go on to be key members of change teams.
