Pathfinder uses existing governance structures as a basis

This pathfinder ensured targeted youth support (TYS) was developed as part of a multi-agency integrated working project, through strong governance, stakeholder management and reporting mechanisms.
The local authority already had a work stream within the Change for Children project looking at integrated working across services, managed by a project board sitting within the children and young people strategic partnership.
While the project board involved all stakeholders, the integrated working
project was focused within the local authority directorates, particularly the
children's centres and extended schools team. The TYS pathfinder was
initially supported by a local Connexions project lead, who was also
responsible for Connexions in the children's trust
pathfinder.
The challenge was to ensure that all stakeholders, at both strategic and
operational levels, were involved in TYS, as well as ensuring the focus on TYS
was not lost in the wider integrated working agenda.
Senior sponsorship was split between the director of commissioning and the programme director for children and maternity commissioning (for all four PCTs). The project board then nominated service representatives to become part of the TYS project team for the Develop stage.
Additionally, the original project manager stepped into a project team role to champion the TYS aspect of integrated working.
