The scope that was outlined in the project initiation document was reviewed and revised after the Decision Point 2 presentation, widening the age range of children and young people it covers from the original 8 15 to 0 19 years.
A key part of this revision was ensuring that young people and the scope established in the project initiation document remained the focus of the project.
The pathfinder authority saw the trialling of new models of working in its targeted youth support (TYS) project as an excellent opportunity to also trial integrated children's services within the same scope area. It wanted to take a holistic approach to the integration of all children's services and link them to prevention and early intervention and with its early years work (Sure Start, children's centres etc).
This created the need to expand the age range of the initial scope, as TYS could have been isolated within the agenda rather than being built into the fabric of integrated services.
The revised scope was positively accepted by the executive group. As this also raised TYS on the executive agenda and put it under the umbrella of integrated services, agencies and services had to take notice.
This helped get key stakeholders aligned behind the programme. Importantly, it made sense on the ground with practitioners and ensured TYS was seen as mainstream work for the future rather than simply another initiative or project.
