When one authority's scope was developed in Mobilise, there was some debate around whether it was the right scope or too restricted.
There was a fear in the targeted youth support team that, because of the need to focus on a small and manageable group within children's services for the TYS project, the creation of new silos, for example 'adolescents', might be inevitable.
They discussed extending the scope, but to keep it manageable, it was decided that the scope should remain restricted to the original age range and issues.
