Abstract
Early recognition by senior stakeholders and managers of the potential benefits of better working relations at locality level across all agencies ensured the involvement of a wide range of services in the design of the locality team.
Situation
This unitary local authority has developed a strategic plan for locality based teams in each of three areas within the city. These teams will be responsible for universal and targeted youth support services within these area boundaries.
Challenge
As part of the Connexions transition, these teams were initially based on the youth service and Connexions PAs. There was a view among other services that this was an initiative purely for those two services. In addition Tier 3/4 services needed to be engaged in the locality discussions while having an authority wide remit.
Response
The pathfinder process was used to engage a wider service/stakeholder group in the design of the service based on the locality team, using the multi-agency working aspects of the process particularly to ensure the commitment and support of the other agencies and services. Senior stakeholders at strategic level were engaged early in the develop stage and senior managers were quick to seize the opportunity to be involved through the use of a pre-Fast Start session to engage these stakeholders in the development of the workstream terms of reference.
While the level of understanding of impact continued to develop through the process there was an early recognition by senior managers that their involvement in the change process was crucial. Managers supported the process in ensuring the opportunity for operational staff to be involved in the change team sessions - and personally being seen to be engaged in the process.
Comments
The opportunity to engage other key stakeholders in the design of the locality-based service ensured it will be based on the needs of young people within that community, while ensuring that the learning can be embedded across the city in the other two localities.
