This case study focuses on the lessons learned by London Borough of Redbridge Council in setting up and managing a Section 31 (Health Act 1999) pooled budget agreement.

The local joint funding arrangement covers almost £40 million. The partners are the London Borough of Redbridge and Redbridge Primary Care Trust. By bringing budgets together, procedures have been streamlined. The focus is now on making decisions to deliver the vision, rather than debating levels of contribution.

The arrangements cover a broad range of local authority and primary care trust services for children, young people and families.
