Sandwell CYPTP had agreed that it wanted to establish a pooled budget but had a number of outstanding issues around governance and accountability arrangements for the budget. A decision was made to address these issues by designing a stakeholder workshop with a combination of presentations and small group discussions. The focus was on decision making and ways forward.
The process was productive with Sandwell successfully improving quality and value for money and back-office transaction savings. In addition, CYPTP is now ready to draw up a Section 10 Partnership Agreement; has adopted a new governance structure - agreed by all partners - which is clearer and simpler than the previous one, and agreed to adopt a managed pooled budget arrangement.
