The project initiation document (PID) is an excellent way for local authority children's trusts to agree and document the scope of their targeted youth support (TYS) projects and ensure that their scope is linked directly to key parts of a TYS project, for example decision making processes, meetings and planning protocols.

It is important to set out and gain agreement for the PID at Decision Point 1. Communication with all possible stakeholders should continue throughout the development, draft and final stages of developing the PID.

Further communication and approval processes may be needed to get full agreement and project development may need to be initiated prior to formal approval. When necessary, alterations can be made to the PID as the TYS change process unfolds.

The PID includes a communications plan. This is a useful reminder of stakeholders inside and outside local authorities not necessarily directly involved in the TYS project. The communications plan helps ensure all stakeholders are involved and informed.
