This document provides guidance for local authorities on implementing the new Children Act 1989 representations regulations for children and young people, which also reforms complaints procedures.
The new procedures have an emphasis on resolving problems for children and young people quickly and effectively. They impose time limits on the making of representations, timescales for the handling of representations, and new requirements on the involvement of independent persons.
The new procedures have been drawn up following a public consultation in November 2004.
