Once Decision Point 2 has been successfully delivered, it is important to maintain the momentum of the Discover and Deepen stages. Practitioners, management, young people and their communities will all have contributed to the critical questions that Decision Point 2 agreed to address. They will also have expectations about practical and visible changes to the way things are done.
Getting the right people in the change teams is vital. We ran a skills scan
to help us with this which really helped ensure a great balance of skills.
Setting up the teams has been like taking the genie out of the bottle. It feels
like people have being waiting for this opportunity. Everyone is motivated and
there's an exuberance of expertise and ideas flying about.

This makes it important to mobilise for the next stage quickly and inclusively. A number of key activities need to be completed before a Fast Start event is held:
- The senior group have spent time together since Decision Point 2 to
determine the scope of the next stage of work and confirm the objectives and
approach of the Fast Start event
- Feedback has been given out to everyone who has been involved to date,
and even more widely.
- Planning meetings have been completed by the project team to revise the PID
for the next stage of work. These meetings require the input of the senior
group.
- Clear, agreed terms of reference are available to each of the change
teams.
- All stakeholders, partners and those that are critical to the work have
been identified to determine the most appropriate membership of the change
teams, which may be revised as work progresses.
- Change team members have received clear information about their role on a change team and their role at the Fast Start event.
