This section of the toolkit provides a range of tools and techniques that will assist change teams to develop solutions and implementation plans for presentation at Decision Point 3.

The pathfinder experience was that these tools are helpful once one or members of a change team have invested some time to familiarise themselves or receive training in their use. An alternative is to utilise a facilitator who is already experienced with tools and techniques of this sort.

Using structured approaches to working will help to utilise the time that change teams spend together more efficiently and effectively. Clearly, these are not the only tools and techniques available to change teams - they should draw on the wide experiences of team members when they decide how to undertake their work. The tools and techniques included here are intended as a useful starter.

The download pack is organised into four categories:

  • Tools for recognising and identifying problems

  • Tools for generating alternatives

  • Tools for choosing among alternatives and implementation

  • Skills for effective teamworking

Another valuable tool for change teams to utilise is the young person's journey mapping technique that was introduced at the Multi-Agency Workshop in the previous stage of work. During the Develop stage, the journey mapping method can be used by change teams to explore and articulate the to be, rather than the as is journey map. This tool can also be used at the Options Development Workshop.

In addition, there is also a process guide for a leadership workshop. This workshop is aimed at the director of children's services (DCS) and assistant directors, with the aim of taking a vision of multi-agency working in a matrix environment and making it operational.

Many local authorities are addressing their targeted youth support through matrix working, with professionals remaining in their teams, but locality managers and boards co-ordinating local need and provision. By helping the senior group recognise the extent of the challenge, the workshop helps build confidence in the TYS project as an opportunity to address the challenge. A key output from the workshop is a set of actions for the senior group to take concrete next steps.
