Integrated Children’s System Minimum Compliance Criteria

These criteria have been drawn up to help assess the compliance of local Integrated Children's Systems (ICS) with the business requirements outlined in Local Authority Circular (2005) 3.

The criteria provide an objective and robust basis for assessment, which is traceable to the published documentation. This assessment will enable impartial review of implementation progress by local authorities, ICS product suppliers and the DfES.

The criteria indicate the level of compliance needed for a fully live ICS system. Requirements listed as 'must haves' are the minimum set of requirements that need to be in place to satisfy the DfES ICS project completion conditions in phase 1.
