This document provides a summary of the main reponses to the consultation on government's green paper, Care Matters: Transforming the Lives of Children and Young People in Care, which was launched in October 2006.

The green paper set out policies to provide children in the care system with:

  • High quality placements which meet their needs

  • Better "corporate parenting"

  • A first class education

  • A positive life outside school

  • Support for their transition into adulthood

It also aimed to provide better and earlier intervention for children on the cusp of care.

Since the launch of the consultation, we've spoken to frontline staff, managers, groups representing children, and to children themselves. Overall they have welcomed the green paper for its potential to create positive change. We have also received additional proposals from adults, children and young people on how to improve our reforms even further.

Respondants have identified some gaps. There were also some mixed responses on the detail of some of the policies proposed. We will address these issues in a white paper, which is due to be published later this year.
