These interim reports consider progress to date and how best to 'mainstream' the budget holding lead professional role. The first report was considered at a workshop for pilots in January 2007 and the second interim follows this up with subsequent information from the pilots.The definitive report will be available at the end of 2007.
The 16 pilot authorities are now close to implementation and they are starting to consider how best to continue beyond the end of the pilot project. Decisions about extending and continuing the work will depend on a number of the points which are considered in this report.
The budget-holding lead professional is an extension of the lead professional role. Many of the ways in which the budget-holding lead professional can transform services are the same for lead professionals. Much of this report is therefore of equal interest to non-pilot authorities.
The Office for Public Management (OPM) will produce a more definitive report at the end of the year, when more will be known about the different approaches to mainstreaming and budget pooling.
