The Concept of Operations study was established with a remit to investigate the common features of observed effective frontline practice in integrated working, with a focus on the practicalities of how staff work together on a day-to-day basis. Included in the study was an assessment of the extent to which ICT had helped or hindered integrated working.

Focus interviews were held with seven local authorities and their partners. These authorities had been nominated for good practice. Recent evaluation literature was reviewed to gather information for the study. We are very grateful to the staff who participated for their time and invaluable insights.

The report describes the typical characteristics of effective integrated working, typical structures and processes, and typical interventions found in the nominated areas. It also includes conclusions and recommended next steps. Examples of strategic level documents supporting integrated working, case studies and generic process maps are presented in the appendices of the report.
