This is a short practice guide for local authorities on completing an analysis of the cost of delivering the free entitlement to early education in the private, voluntary and independent sector.
The guide is accompanied by a letter to directors of children's services from Graham Archer, Deputy Director of Childcare at the Department for Children, Schools and families. The guide also includes a series of case studies.
This guide, which is available to download with along with a letter above, was produced in partnership with the National Day Nursery Association and Pre-School Learning Alliance.
