The majority of the BHLP pilot authorities are conducting their own local detailed evaluations alongside the national evaluation of the project.
A key aim of local evaluation is to persuade those responsible for local authority budgets to continue funding the BHLP role beyond the pilot phase.
This summary paper provides an account of how different pilots are conducting their evaluations, outlines the challenges and how they are being addressed, and identifies good practice.
