Development of a national contract for placement of children in foster care

Contract development
A national contract for the placement of children into foster care is being developed. When completed, it will be made available for use by local authority commissioners and all providers in the foster-care market. The contract's development is taking place up to Autumn 2008 and will include an outcomes-monitoring framework.

Reference group
A reference group has been set up which represents local authority commissioners, providers, DCSF and other groups who can contribute to the contract's development. Their brief is to support and oversee the process, and facilitate wide consultation with all stakeholders, including children and young people and foster carers. A schedule of meetings has been arranged for the group.

The reference group has been involved in four consultation events for local authority commissioners and for all providers. The group has considered many detailed responses to earlier draft documents. The contract documents are now going through the final stages of development by the reference group, with the aim of launching the national contract in early October.
