This set of resources provides information on the Core Offer: a national statement of expectation of how services to disabled children and their families will be delivered locally.
The Core Offer builds on the standard in the Children's National Service Framework.
"Children and young people who are disabled or who have complex health
needs receive co-ordinated, high-quality child and family-centred services
which are based on assessed needs, which promote social inclusion and, where
possible, which enable them and their families to live ordinary
lives."

Primarily the Core Offer refers to education, social care and health services but housing, leisure, transport as well as early years and youth services are also very important for families with disabled children.
Parents' satisfaction with local delivery of the Core Offer will form the basis of the local assessment of performance against National Indicator 54 Services for Disabled Children.
To help you select the resource most appropriate to your needs, we have provided some detail of the contents here:
National Core Offer - these are the standards, grouped under three headings: Information and Transparency; Assessment; Participation and Feedback.
Core Offer Implementation Materials - these materials aim to help local authority and PCT managers and commissioners deliver the Core Offer locally by explaining the importance of each element; offering guidance on resourcing, and giving examples of progress against some of the standards.
AHDC - Delivering the Core Offer -
these materials aim to help local authority and PCT managers and commissioners
deliver the core offer locally by setting out delivery milestones with examples
of practice and materials developed by other agencies.
