This document contains full details of the Family Nurse Partnership (FNP) programme and the application process for the third wave of recruitment for 20 new test sites.

The FNP is an evidenced-based, nurse home-visiting programme that improves the health, well-being and self-sufficiency of low-income, young, first-time parents and their children. It is currently being tested in 30 sites in England.

This third wave of recruitment offers primary care trusts and local authorities the opportunity to become one of 20 new sites to test the FNP from 2009-10. There will be two phases - wave 3a starting delivery in July 2009, and wave 3b starting delivery in January 2010.

The key goals for this next phase of testing are to increase access to the FNP, to continue to develop the programme in England, and to work through issues to support longer term sustainability.

The bidding process and criteria document above provides further details of the programme and what it would mean to test the FNP in your area. It also sets out guidance on the information that should be supplied with the bids.

Bids should be submitted electronically by 5 pm on 4th December 2008 by email to the FNP mailbox.
