This report reviews the market for fostering provision, which refers to settings where children are cared for by approved foster parents registered with fostering agencies or with a local authority rather than cared for by friends and family.

The report also reviews the market for children's homes, which includes all establishments that are required to register as children's homes with the Commission for Social Care Inspection.
