The contribution of IROs to placement stability: phone survey results

Independent reviewing officer (IRO) managers of 26 of the 28 high-impact local authorities responded to a phone survey in April 2006, to establish the level of understanding about IRO's contribution to achieving the PSA targets on placement stability target and improving outcomes for looked-after children.

Securing stable placements will be influenced by a range of factors some of which, including the overall stock of foster placements, will be beyond the immediate control of IROs and their managers.

The capacity of the IRO service to influence placement stability will also be affected by the location of the IRO service within a local authority's children's services structure. Another important factor will be how far senior children's services managers see IROs as a strategic resource, able to offer valuable information about the quality of the authority's looked-after children service.
