The audit tool has been piloted in a number of different authorities across England. It uses a small selected sample of children to gather information about their background, service histories, characteristics and needs.

The survey is for strategic purposes only, to gather information about patterns and trends in service delivery to assist service planning. The survey aims to provide answers to the following questions:

  • What are the characteristics of the children and young people requiring high-cost placements?
  • What is the pattern of their placement and service histories?
  • Which services are being used to meet their needs?
  • Where are these services located?
  • How much do they cost?
  • Which agencies and organisations are providing placement services for them?
  • Is this what is required for the children and young people?
  • Is it meeting their needs?
