The Children and Young People's Plan (CYPP) guidance sets out the framework for local authorities to work with partners to produce a strategic plan. The plan describes the actions and provisions local authorities will use to achieve the five outcomes for children and young people.

Regulations require the CYPP to cover:

  • Improvements which the local authority intends to make within the period of the plan
  • A local vision for children and young people
  • An assessment of needs in relation to the outcomes
  • Priorities and key actions to achieve the outcomes
  • Arrangements for cooperation with partners
  • How the CYPP will fit in with the strategic plans of local partners
