ICS - phasing out the child protection register
In Working Together to Safeguard Children 2006 the government announced that the maintainance of a separate child protection register would be phased out by 1 April 2008. The functionality of the register will be replaced by the Integrated Children's System (ICS) and, more specifically, through the existence of a child protection plan.
By the time that these changes come in effect, each child whose name is on the register will be the subject of a child protection plan [see paragraphs 5.93 5.100 in Working Together]. New cases which would have been added to the register will still become the subject of a child protection plan. When cases are de-registered, their child protection plans will come to an end.
Local authorities will need to ensure that their local ICS is able to use data from the ICS child protection plans. A series of documents are available below which will help local authorities to make the necessary changes to their ICS systems.
The technical report explains how the child protection register can be replaced by the ICS, while the set of changes is listed in the accompanying spreadsheet. Below the spreadsheet we have listed the core information requirements and exemplars requiring changes.
