Staying safe
Staying Safe was a major consultation which provided the opportunity for the Government to consult with parents, children, young people, our partners and the children's workforce on children's safety.
In response to the consultation the Government published the Staying Safe Action Plan. The Action Plan outlines the key commitments the Government will be taking forward over the current Comprehensive Spending Review period (April 2008 - March 2011) to improve children and young people's safety.
Staying Safe is the first ever action plan on improving children and young people's safety, and its main aims are to:
- Raise awareness of the importance of safeguarding children and young
people
- Promote better understanding of safeguarding issues, encouraging a change
in behaviour towards children and young people, and their safety and
welfare
- Ensure work in this area is coherent, and effectively coordinated across
government
- Reinforce existing activity by implementing a range of new commitments

Staying safe: next steps
The Staying Safe: Action Plan set out a number of commitments to be taken forward during the Comprehensive Spending Review. These include:
- The establishment of a new Child
Safety Education Coalition to ensure that more children have access to fun
and practical safety education opportunities
- The creation of a new National
Safeguarding Unit for the Third Sector to provide advice and assistance to
organisations in the third sector on their safeguarding policies and
procedures
- Working with the Children's Workforce Development Council (CWDC) on new
guidance and training on safer
recruitment
- Funding a new £18 million Home
Safety Equipment Scheme, targeted at disadvantaged families living in
areas with the highest accident rates for the 0-5 age group
- Launching new guidance and training for tackling bullying, including cyber-bullying, which takes place outside schools
The new PSA to improve children and young people's safety will drive delivery of the actions and underlines the priority which the Government attaches to this issue. At a local level, the PSA is reflected in the National Indicator Set (NIS) for Local Government. The NIS will measure national priorities. For children and young people's safety, there are 16 indicators in the NIS.
