Children and Young People's Plan

The Children and Young People's Plan (CYPP) is an important element of the Every Child Matters reform programme. It has been a powerful force in driving forward better local integration of children's services and the development of local partnership arrangements.  

The Children and Young People's Plan (England) (Amendment) Regulations 2007 (SI 2007/0057) come into force on 19 February 2007.

These regulations supplement the Children and Young People's Plan (England) Regulations 2005.

The amendments have been made to:

  • Build on the experience of the first CYPPs

  • Clarify expectations

  • Meet commitments in the Schools White Paper

  • Reflect changes to Comprehensive Performance Assessment

The amendment regulations will apply to all plans published from 1 October 2007.

Annual review

The 2005 regulations require authorities to undertake an annual review of their CYPP. We have recently published guidance on this, aimed at officers with the responsibility for the production and review of the CYPP. The new guidance is designed to supplement rather than replace guidance on the Children and Young People's Plan issued in 2005.

It provides advice on the annual review of the CYPP, linkage with Annual Performance Assessment of local authorities, and building on the experience of the first CYPPs (including key findings from the research below).

The document also takes account of:

  • The Children and Young People's Plan (England) (Amendment) Regulations 2007

  • New duties in the Education and Inspections Act 2006

  • New duties in the Childcare Act 2006
