Two-tier authorities

Bringing about change across children's services is an ambitious task, and each local area will face specific challenges. These challenges may include working over large geographical areas and through different tiers of council administration.

To help two-tier authorities, we have produced guidance on the role of district councils in implementing the Every Child Matters: Change for Children programme. To complement this guidance we have collated a series of case studies demonstrating emerging practice from the field, and produced a report from a conference for two-tier authorities which took place in December 2005.

There is also a collection of useful material for two-tier authorities on Lincolnshire County Council's website.
